Job CONDITIONS
Formal Education Required:
Bachelor’s degree in business, marketing, engineering or related field, or any equivalent combination of experience and education needed to successfully perform the essential job duties.
Experience and Certifications Required:
- Ten or more years working in the broadband and communications sector.
- Five or more years of senior-level experience in telecommunications management, broadband-related, regulatory background, federal service, nonprofit or related industry, including managing a team and/or large-scale initiative.
Knowledge, Skills and Abilities Required (as demonstrated by prior work experience):
- Knowledge of the broadband and communications policy, federal agency policy making and regulatory processes.
- Ability to design and grow a major program or initiative from initial stages, including working with senior leaders to develop the appropriate staffing model.
- Ability to be persuasive, negotiate, and collaborate with individuals at all levels throughout organization and with outside groups.
- Ability to think strategically and creatively to achieve advocacy goals for the members.
- Ability to work in a collaborative environment to build consensus and gain agreement on a plan of action by showing service excellence in building relationships, being resourceful, responsive and respectful.
- Ability to communicate, both verbally and in writing, with a diverse membership, employees and/or vendors in a clear and precise manner.
- Ability to use Microsoft Office tools (Excel, Word, Outlook, Power Point) and to operate various office equipment such as personal computer, copier, printer, fax machine or other job-related equipment.
Job Description
NRECA is a mission-driven organization serving as the advocacy leader in Washington for the more than 900 private, consumer-owned electric cooperatives serving more than 42 million people across the country. A significant group of our members are delivering Broadband services or are entering the Broadband business to provide access to underserved communities in rural America. We have created an advocacy and services program on behalf of our members and are looking for a talented leader to manage and grow the program. This new position will report to the Chief Operating Officer (COO) within NRECA’s CEO office.
Position Summary:
We are looking for a strategic program leader with proven experience working in policy and advocacy in the telecommunications industry. This individual will build consensus and drive decisions with a range of internal stakeholders from the CEO and COO to executives and subject-matter experts. A successful candidate will be a self-starter with initiative and a desire to add value as we position this new program to succeed. Strong relationship building skills to work with the NRECA Broadband membership, recruitment and partner organizations are critical. Managing shared resources, skillfully delegating and escalating issues and ideas will ensure the right people are doing the right work.
Essential Duties and Responsibilities:
- Oversees development and implementation of NRECA’s Broadband Program. Advises NRECA leadership and key stakeholders on program strategy, design and performance.
- Leads program marketing and business development efforts by seeking feedback and input from NRECA leaders and members.
- Monitors industry trends as well as legislative and regulatory actions that potentially impact broadband policy. Guides NRECA leadership and members, working with experts in Government Relations, Communications, and Business & Technology Strategies departments to strategize responses to policy changes with program participants’ needs in mind.
- Enhances cooperative interests by advocating for policies, standards, and business practices that are consistent with NRECA member positions and their objectives. Develops, implements and achieves metrics to grow the Broadband program. Manages Broadband program budget and revenue targets. Creates reports and documentation that drive program success.
- Anticipates, maximizes and prioritizes opportunities to implement strategic consulting services, products, and publications.
- Drives member success by spearheading the annual Broadband Leadership Summit and overseeing event strategy to maximize member participation and value.
- Manages resources and individuals across key initiatives, leading a collaborative team to build value for the NRECA Broadband program.
- Partners with a team comprised of staff from member program areas including, Government Relations, Communications, Training and Development, and Membership and Education.
